Recurring problem

I have had three procedures by two different doctors. The first two may probably be described as I&D since the swelling and the cause was eliminated by lancing the skin and draining the buildup. The third procedure was meant to be the Fistulotonomy in my opinion and after surgery was meant to heal on its own without stitches. This last was in early 2004. Since then I have had the swelling return at least three different times, the latest as we speak and each time it is very painful. Fortunately after being prescribed with antibiotics the fluid somehow finds its way out and the pressure and pain goes away. Now my doctor is telling me that it looks as if I have another fistula and will have to have surgery again. I would rather just continue with the antibiotics. Is this the thing to do? Should I get another opinion?
